[Customize] [info] doesn't work

When in a customize buffer a menu exists titled [Custom]. 
The selection [Info] on that menu is mapped 
to Info-goto-node whose function definition is void.

if I start with -Q I don't even get a menu bar so I can't test.
I did rename my .emacs and it still occurred.
Then I renamed my site-start.el and it still occurred.
then I renamed my site-lisp directory and it still occurred.
I also did a list-load-path-shadows which said

No Emacs Lisp load-path shadowings were found

I am entering customize via the menu system.  Specifically:
[options] [customize emacs] [browse customization groups]
Then without doing anything else I pick
[custom] [info] from the menu.

Afterwards my *messages* buffer contains:

Loading mwheel...done
(C:\Program Files\emacs\emacs-21-3-50\bin\emacs.exe)
Loading encoded-kb...done
Loading tool-bar...done
Loading image...done
Loading tooltip...done
Loading cus-edit...
Note, built-in variable `x-use-underline-position-properties' 
not bound
Defining colors...
Loading easymenu...done
Loading cus-edit...done
Creating group...done
menu-function-1: Symbol's function definition is void: Info-
goto-node
