In GNU Emacs 21.3.50.1 (i386-mingw-nt5.0.2195) of 2004-05-19 on BERATUNG4,
I'm not sure what you really intend to have happen
when [File][Open Directory...] is selected. If you
intend to open a dired buffer into the selected directory
I'm kind of convinced that this functionality actually
can't be achieved using the windows common dialog
that you are trying to use. Although I suppose you
could strip the filename from what it does return and
display the remaining directory. That would make
it impossible to visit a directory that didn't contain
any files but would work in virtually all other cases.
