Right, the following NEWS entry still hasn't been merged into the manual:
** The default values of paragraph-start and indent-line-function have
been changed to reflect those used in Text mode rather than those used
in Indented-Text mode.
The difference wrt paragraph-separate is mostly insignificant. It would
probably be better to change the manual to describe the behavior of the
default value of paragraph-separate rather than its exact value.
