shell-command-on-region

It seems that the `shell-command-on-region' function pops up the
ERROR-BUFFER if there was some output to that buffer even when called
non-interactively.  This changes the buffer layout I had before the
call -- very undesirable behaviour.

Please let me know if you don't consider this a bug.
