I see that user "fx", ie "Dave Love" is member of project 'emacs'.

Indeed. What procedure do you suggest?

For GNU maintainers, we have real-life contact information; for other
projects, we do not, so it'll be harder.

William is registered in the 'maintainers' files (for w3.el). I could
ask the FSF (I don't know who exactly) to call him and have officially
"step over" for this project.
