I thought there were two issues:

 - Clicking a customize navigational button loaded some code, which turned
on fringe-mode. To me, that is just a bug: fringe-mode should not be turned
on that way. Navigational buttons can load code, if they need to, but they
should not affect the user experience beyond navigation.

 - If the user (in some other way) asks to turn on fringe-mode, does that
apply only to the selected frame or to the default-frame-alist? That is, is
he asking to add fringe to one frame or to all frames going forward?

I think you're speaking to the latter issue here. I don't know what was
intended for fringe-mode (for the frame vs for the session), so I can't
speak to that. My main concern was the former issue, which I guess you have
corrected. - Drew

I pretty much agree.  So, if we don't say "don't do that",
we face the question of what fringe-mode should actually do
if the user does do that.
