This is because the changes were not made on the trunk, but in a branch, and
later merged into the trunk.

Many day-to-day Gnus changes are not made in Emacs CVS, but rather done in
the upstream Gnus, and then later propagated to Emacs CVS.

I've recently changed the commit script to try append some ChangeLog info to
such merge logs, but really there's a limit to what can be easily done.
