I had a quick private discussion with Stefan in order to figure out
the status of the RCS files.

It seems ok and above all less time consuming to let the files in the
"url" repository.

If somebody is willing to perform the manual merging method you
suggested, he can grab the RCS files from the CVS repository tarballs
(http://savannah.gnu.org/cvs-backup/url-sources.tar.gz,
https://savannah.gnu.org/cvs-backup/emacs-sources.tar.gz) and send us
the resulting files for manual inclusion in the repository (with the
Emacs admins approval, of course).
