Looking at the start of emacs.texi:

makes me think the start of elisp.texi isn't quite right:

@ifnottex
This Info file contains edition @value{VERSION} of the GNU Emacs Lisp
Reference Manual, corresponding to GNU Emacs version 22.1.

Shouldn't that be something like:
