No.  You have the wrong sense of what the option stands for.
Think of `-D' as standing for "display".  

  (emacs)Misc X says

    `-D'
    `--basic-display'
         Disable the menu-bar, the tool-bar, the scroll-bars, and tool
         tips, and turn off the blinking cursor.  This can be useful
         for making a test case that simplifies debugging of display
         problems.

Incidentally (I just tried it), you also go to an error buffer when
you attempt to kill non-existant buffer when you start Emacs as

    /usr/local/src/emacs/src/emacs -Q

which leaves you with the icon-containing tool bar.
