tool-bar.el breaks build

I just tried building Emacs from CVS.

It failed with this error:

Loading dnd...
Loading mwheel...
Loading tool-bar (source)...
Attempt to autoload define-minor-mode while preparing to dump
make[1]: *** [emacs] Error 255
make[1]: Leaving directory `/home/chris/programs/emacs/src'
make: *** [src] Error 2

Removing the (load "tool-bar") from loadup.el fixed the problem.

Is the (source) the problem here?  Should the .el have been compiled first?

(The versions I have of the source files: loadup.el v1.142; tool-bar.el v1.2)
