I'm talking about new files, not existing files, so what EOL style you
have in AUC TeX is not very relevant.  What _is_ relevant is that
Emacs on Windows is documented to use CR-LF style EOLs by default.

It does have a meaning.  For any program that uses gettext, for
example, or which uses LANG to set up collation, capitalization, and
other language-specific issues.
