No. A region can have more than one face applicable to it; Emacs
merges them together when it displays the region. See the node
"Displaying Faces" in the ELisp manual.
(I wasn't tracking this thread, so maybe the above is largely
irrelevant to what you were discussing. However, your questions
sounded very general, so I thought I'd answer it in general.)
