screen-gamma not always effective?

I tried:
$ emacs -Q -fg white -bg darkblue
(the colours simply make the effect more obvious on my laptop)
then evaluate in a *scratch* buffer:
(modify-all-frames-parameters '((screen-gamma . 1.5)))
then create a new frame with C-x 5 2
What I see is that any part of the new frame containing text seems to
show what looks, to me, to be the now correct colour. Any part of the
new frame which has yet to be "written on", shows the original, too
bright, colour.
In GNU Emacs 22.0.92.1 (i686-pc-linux-gnu, GTK+ Version 2.10.6)
