That appears to work. I've tested:
1. Setting the screen-gamma at startup using
(setq initial-frame-alist '((screen-gamma . 1.0)))
(setq default-frame-alist '((screen-gamma . 1.0)))
and then separately with an X resource like
Emacs*ScreenGamma: 1.0
2. Changing the screen-gamma in a current session using
(modify-frame-parameters nil '((screen-gamma . 1.0)))
(modify-all-frames-parameters '((screen-gamma . 1.0)))
In these cases there is an appropriate colour correction across all
parts of the screen, including those parts not containing text.
