Agreed, for the most part.

I believe I will try to allow publishing HTML 4.01 compliant code in
addition to XHTML 1.1.  I will provide a customizable option called
`emacs-wiki-html-type' (or something similar), which will set the
defaults for header and footer appropriately.

I seriously hope that HTML 4.01 can handle forward slashes at the end
of tags (like <br />).  Otherwise I will drop this goal since it would
be too much of a hassle.
