Ideally, an (x)html page should be marked up so that it is equally
usable on non-CSS-capable browsers without any changes (such as lynx).
That may require some fiddling though, and many things cannot be done
as elegantly.

This _is_ valid XHTML, but some browsers may not display it correctly.
<br /> is just as correct, and keeps more browsers happy.

IMO, this should be avoided: it's too hacky.
