[emacs-wiki-discuss] center tag in HTML strict

Emacs-wiki uses <center> to align text in the center.  According to
Amaya, this isn't a meaningful tag in the Strict HTML DTD.  I think it
should instead be <span style="text-align:center;"> (or <div>).

I can't work out how to fix this easily, so no patch this time.
