Try adding the following code to your settings and see if that makes
the error go away.

(setq emacs-wiki-default-coding 'iso-8859-1)
(setq emacs-wiki-charset-default "iso-8859-1")

My guess is that you have a version of XEmacs without the Mule
extensions, which would support utf-8 encoding.  I'm going to add an
entry to `emacs-wiki-coding-map' so that things should "just work" in
future releases.

BTW: Thanks for providing that part of your settings file; it makes
problems *much* easier to diagnose.
