Another vote for a separate planner-config.el for the sake of
organization and such.

Here is snip from my .emacs (pretty sure I stole this from Sacha) that
loads configs that I keep in a dir that is on my load-path:

;; Modular config loader
(mapcar
 (lambda (library)
   (condition-case nil
       (unless (load library t)
(message "Awww, %s didn't load." library))
     (error nil)))
 (list
  "email-config"
  "bbdb-config"
  "tramp-config"
  "planner-config"))

Haven't used it, but do you have:
(require planner-timeclock) in your planner-config.el?

I don't know of a good way to do this. Things to look into:
- Use more plan pages (have (sub)plan pages for major taks within a
  project).
- Use planner-trunk to auto-organize tasks on the project page.

I think the answer is no w.r.t. to editing via browser (without extra
effort). As to whether publishing provides value, well, that is on
you.

Always happy to see that people are making use of R/ESS/Sweave.
