This could be included in a module or special build of EmacsW32
(http://www.emacswiki.org/cgi-bin/wiki/EmacsW32) , so that a planner
page is displayed when emacs has first been installed and run by
windows users. (I am making the assumption that must "newbies" who
would like to use emacs _because_ of planner are likely to be windows
users).
The initial planner page could take the form of a tutorial, perhaps
with a checklist of "tasks" one must complete in order to learn
planner (complete with hyperlinks to instruction pages, info pages,
webpages etc.)
