That's correct -- the customize interface adds the muse-mode-maybe
function to find-file-hooks, which does the trick if you're using
customize.
Since you're using setq instead of customize, you might want to add
the following to your settings.
(add-hook 'find-file-hooks 'muse-mode-maybe)
