This can be done using make.  I have a "project" entirely contained within
  http://twb.ath.cx/~twb/doc/muse
That is, there is no configuration for it in my .emacs.

In particular, examine

  http://twb.ath.cx/~twb/doc/muse/HTML-Config.el
  http://twb.ath.cx/~twb/doc/muse/HTML-Footer
