Try the Emacs info manual for Diary - Special Diary Entries.
Example:
%%(diary-cyclic 14 1 1 2006) #A _ Do something
This entry applies to January 1 and every 14th day following; `1 1
2006' specifies the starting date. (If you are using the European
calendar style, the month and day are interchanged.)
