The problem with mouse (marble) jumps is adressed here:

(spurious SDL_MOUSEMOTION events with SDL_HINT_MOUSE_RELATIVE_MODE_WARP 
1 since Windows 10 Fall Creators update)

A workaround for SDL 2.0 is presented, but not for SDL 1.2 now.

It seems to be in principle a Windows 10 bug, a fix should come with the 
next major update in spring.
