I must admit that I have absolutely no idea about what is possible
with the web host on nongnu.org, appart from the current static files.

So there's a little question about hosting. I don't mind paying for a
domain, though. (fabify.org is currently available :p )

djangosnippets.org looks nice. Another option is some wiki-like thing.
