[Fgs-bs] cvs todo list

I want to get the CVS codebase to compile in one step, and to run 
successfully using FGS_ROOT_DIR=/path/to/fgs/src. To accomplish this:

* create a top-level Makefile that builds mlrate and newfigs binaries
* build skeleton filesystem with
  - required files (like logfile)
  - symlinks (src/data/users -> src/new-players, e.g.) replaced with 
real directories
  - empty directories protected with .keepme files
* get rid of that ".version" thing, burn it, and piss on its grave
