[Fle3-dev] Group Folders added

The group folder feature (task #954) is now added and committed to CVS. 
Do an update with "-d" to get the new UI subdirectory into your 
checkout. I've done preliminary UI, but Giedre will still need to do it 
properly (task #987).

Test cases cover some of the functionality, but aren't complete yet. 
Export and import should work, but aren't yet tested properly. User 
access restrictions seem to be in order and are partially checked in 
test cases.
