To get FLE installed, you must (in this order):
 - Unpack the FLE package in C:\ProgramFiles\Zope\lib\python\Products\.
   (After this you should have the folder
   C:\ProgramFiles\Zope\lib\python\Products\FLE\ with different files
   in it).
 - Restart your Zope.
   This is best done by choosing "Restart" from the Control Panel.
   If you do not restart Zope, any new products will not appear in it.
Now FLE should appear in your product list.

If you are having problems unpacking the FLE package correctly in
windows, would it help if we'd provide you with an .zip package?

It might also be that FLE simply doesn't work, in which case you
could check the following (and send us the output):
 Go to the Zope "Control Panel".
  Click on "Product Management".
   If FLE appears in this list, the package is correctly installed.
   If the FLE product is broken (i.e. it has an broken box icon),
   please click on the FLE link, and you should see a python traceback
   telling what went wrong. By sending this traceback back to us, we
   will be able to determine the cause, and fix it.

Hope this helps. Someone from the Fle3 team might cast light on
various issues there might be with Fle3 and Windows.
