Log message:
All of the specific unit tests now pass. Bug #338 is fixed by these changes,
possibly others are as well. Bugs #393 and #326 are NOT fixed by these changes.
There are still some differences when I loop through signal masks sequentially,
I will deal with these in a separate checkin so these patches are smaller
and easier to review.
