The headers are still there:
mock-chroot> rpm -ql xulrunner-devel | grep npapi.h
/usr/include/xulrunner-sdk-1.9.2/npapi.h
mock-chroot> rpm -ql xulrunner-devel | grep npfunctions.h
/usr/include/xulrunner-sdk-1.9.2/npfunctions.h
The path is different, though. On Fedora 12:
