it should be ok if you use :
./configure BLAS_LIBS="-L/usr/lib/atlas/lib/ -latlas -lf77blas"

I made dinamic libraries for atlas on that directory:

liblapack.a  liblapack.so  libptcblas.a  libptf77blas.a

On the ./configure output this is the part where the ATL_xerbla is not found:
./configure BLAS_LIBS="-L/usr/lib/atlas/lib/ -latlas"
