regular SMS applications running in phones can't show 8 bit SMS in a
sensible way because they have no character encoding, they are just a
bunch of bytes, however you can be lucky and some phones might show
exactly what you sent while others might silently discard them (that's
what the standard says about unsupported features) or show something
like "Unreadable message"

no idea

a carrier in the sense of "GSM operator"? Maybe.
Recently some carriers started to filter SMS so that might be a reason

if you can --savesms it and read it back, it'd say it's not a gnokii
issue (but gnokii could be broken in a symmetric way), also the --8bit
switch of command line gnokii was made for a specific application and
I guess only its author actually used it
