When you start your computer, is there a message at the bottom of the 
screen which says, for example, "Press <DEL> to enter configuration" ?

If you do that, you'll see a screen which tells you what your BIOS is, 
and has several menus, including one perhaps called "BIOS features" ?

Look under that sub-menu for something like  Boot Sequence; on my BIOS, 
one presses <F1> to see the choices, and <PageUp> or <PageDown> to cycle 
through the various settings.  Perhaps there's one for 'CD-ROM, A, C' ?
