I personally am not so interested, at this point, at blue-sky
everyone-must-change-their-software solutions.  This discussion came
about because of autoconf and automake.  Those tools are predicated
entirely on the idea that the end user doesn't need more than a subset
of POSIX sh and a POSIX make to compile and install software.  It's a
very conservative mindset, and one of the reasons it's been so
successful.

What I am interested in is a short-term (i.e. likely to work in the next
5 years) solution.  And looking at the available options - that means
fixing tla.

More specifically, my proposed solution is:
The default should be to have the unrecognized regexp be empty, the
source regexp match files starting with ., and for unmatched files to be
treated as precious.  Along with the "unrecognized" directive I
originally proposed.

Again, this doesn't mean I don't think more blue-sky solutions (i.e. a
separate tagging program) aren't a good idea.  But I need a solution
*today*.
