Setting the rest of the argument asside, the make install script is the
wrong place to do this. Though I haven't looked for for a specific
place to put this work, my hunch is that it should go in the library
code where other code calls in requests for revisions. Basically,
you'd want to check if a default library is set and if not, then make a
default library dir.

Be careful here. I've done a bit of thinking on this one, and there's
some obvious answers that end up being wrong. For example, a
prune-library that wipes every revision but the latest would take out
revisions that were added by hand.
