Correct.

Not really. You don't have to start from scratch, but you will
have everything deleted/added which is pretty close to starting
from scratch.
IMO, making id-tags "upgradeable" should be pretty close to the
highest priority for tla. It's a pretty nasty wart compared to
lack of "file plug-in architectures" or any such thing.
