Sure, that's how we think of it. I don't think you realize how fundamentally isolationist Americans tend to be. Why bother sending money to some crook in some other country when you could be spending it in the US, or at least on a US crook? (fundamental American belief, all politicians in all countries are crooks) The US also sends aid to non US-friendly nations too, we sent aid to Iran after the recent earthquake.
So did Russia if I remember correctly.

Think of Israel.

What about Israel? You're writing from a .ru domain, and you're complaining about money sent to some country in the Middle East? At least Israel is at least trying to be a democracy.
