That's why I also suggested a flag to commit anyways, and mentioned it
implied a flag for archives that disabled the check.

I figure a pre-commit hook won't be aware which files are adds and
renames without being pretty smart.

What I'm suggesting isn't about stopping anybody from doing anything;
rather, its to make them aware of what they're doing.
