[GNU Crypto] GCJ-friendly Serpent

hello there,

i just checked in a new directory under toplevel: meta.  this now 
includes 'serpent.m4' with has been enriched with macros to generate 
the makeKey() methods.  as a consequence (GCJ-friendly) Serpent.java is 
now completely generated by M4 from Serpent.java.in (in 
gcj/source/gnu/crypto/cipher) by the init.sh!
