Blacklisting it would result in release-critical bugs in roughly 1/4
of the packages, as they will fail to build and/or work at all. Too
many things (build-)depend on TeX (nothing wrong in that, of course).
Debian (Norbert & Frank, who are also active upstream, right?) have
been removing non-free *parts* in stable, and ignoring bugs in
stable/unstable that are known to be fixed upstream in TeX Live >=
2007, or even just rm'ed in TeX' SVN repository upstream.
