Ties cutting through key signatures

Apologies if this has already been dealt with (I'm still using 1.3.88), but
ties are cutting through key signatures once again (this was working
correctly once-upon-a-time)...  I don't know if they're cutting through time
signatures (they might be).

I noticed that this test isn't on the regression page--shouldn't it be?
