Thanks again for your suggestion, Matt. Your suggestion as to rights and
restrictions I'll have to look into. I log in as administrator, but you
never know with MS, ;-).
It could also have something to do with the Pentium4 1,7 Ghz chip in my
desktop. I suspect this because having downloaded Lilypond through the
same LAN onto my laptop, I had none of the problems that I encountered
with the desktop download.

You certainly need the files in order to be able to use
LilyPond. Have you tried if all these three files cause
problems or if it's just one of them? These files contain
commands that are run when you start the Cygwin shell 
window, setting some variables and so on. 
lily-miktex.sh and lily-python.sh access the registry to
get some paths, maybe that could cause a problem if you 
have restrictions as a user. Did you try as administrator?
