It only becomes a semeai after B peeps and W connects. In order
to analyze this as a semeai we would need to have the owl code
call the semeai module when stackp == 2 or 3.
Part of the problem is that after B:S17, W:S16, B:S18
black has 5 liberties so is tactically alive.
