Updated GnuTLS Windows CVS repository and 2.3.8 installer

I've moved the CVS repository for gnutls4win to savannah, and improved
it so that others should be able to reproduce the same binaries more
easily.  I've also re-built gnutls 2.3.8 using the new build system.
