What I ended up doing is the following (commands via SSH):
- Unplug the GPS unit from USB
- Execute command 'sudo systemctl disable gpsd.socket'
- Restart the RPi3
- After restart plug in the GPS
- Check the ports, no 2947 port visible
- Enter command 'gpsd /dev/ttyUSB0 -N', the cursor does not return
- Go to the GUI and open a Terminal window
- Check the ports with netstat; 2947 is listed owned by gpsd!
- Enter command xgps in the terminal
- Now the GUI program opens
- After a little while the GPS data are shown on screen like they are
supposed to!

So it seems like with these manual entries the gpsd system is working.

However, when I hit Ctrl-C in the SSH terminal where I started gpsd it
stops sending data and the socket is gone.

A good deal further but not yet fully done. How han I get gpsd run as
a daemon and detect the insertion of the GPS?
