gpsd is a group effort. The group has to wrap their collective heads
around the problems, then make progress. that is why we discuss itas a
group. I've only recently been confronted with the problem myself and
am just starting to figure out the extent of it and how to explain it.
The code will come only after a lot of noodling around the issues.
Key here is how to extend, and not break, the old satellite index scheme.
Do we keep old and new in parallel? Maybe add a variable to the structures
that describes the PRN? More likely a whole new variable in parallel
that contains constellation and the real PRN.
