Ouch.
My guess is that when you unplug, the kernel is confused, so it keeps
the old interface around. The next time you plug in the USB, it
is assigned new devices, so gpsd has to increment the SHM.

First, we need to know what version of gpsd you are using, and how
you are starting it. Is systemd in the mix?
