Right, as a first pass, I just wanted to split the files based on the
^L chars and start with that.
I also felt like this could be done pretty independently of the
release, and in fact, I wasn't planning to work on any of this myself
anytime soon. It just seemed like a good idea. (Editing two files
with the same bug with different numbers is something I'm very likely
to screw up.)
When I get ready to release, I either include the current BUGS file,
or the one from guile-bugs, depending on which one exists, and is
more correct :>
