[bug#27412] [PATCH] gnu: rustc: Enable tests.

* gnu/packages/rust.scm (rustc)[source]: Remove bundled llvm.
[native-inputs]: Add bison, flex, procps.
[inputs]: Update llvm to llvm-3.9.1.
[arguments]: Patch and enable tests.
